Higher Bandwidth Incentive Scheme (HBiS) (2003)

The big missing link here to date was the Higher Bandwidth Incentive Scheme and it should be obvious that without any substantial Broadband Internet Infrastructure in anywhere but the most metropolitan of areas, it is rather difficult to have Broadband Competition, let alone Broadband in non-metro areas!  Time for another submission by me to show yet again where the strategy is rather ill conceived and funds very poorly directed.  Time again for yet another Inquiry - this time into Broadband Competition.
