Inquiry into the Telecommunications Regulatory Regime (2005)

In this 21 page Submission to the Select Senate Committee on the Regulatory Regime, this document shows how and why the current and proposed regulatory regime practices through the ACCC are a really expensive business blocker.  It should be obvious that if the regulations are thick and complex, then the structure of the frame of reference in where these regulations are being applied is totally wrong, and this means that the functionality of the Competitive Regime in reference to telecommunication infrastructures needs to be applied from an approach where the need for regulation is minimised - not maximised.
